About the Founder

Brian P. LeBlanc is the Founder and Principal Consultant at ThreatWise Solutions, LLC, a veteran-owned public safety consulting firm dedicated to helping organizations prevent violence, manage threats, and build safer environments through intelligent, evidence-informed strategies.

Brian brings more than 27 years of experience in law enforcement, military, counterterrorism, international security, crisis response, and behavioral threat assessment to his work with schools, colleges and universities, houses of worship, public agencies, private organizations, and community partners. His career includes service as a United States Marine, municipal police officer, FBI Special Agent, FBI Bomb Technician, Weapons of Mass Destruction Specialist, counterterrorism investigator, and Supervisory Special Agent.

For more than a decade, Brian has served in leadership roles and as a Supervisory Special Agent assigned to FBI threat response and counterterrorism squads in Boston and Miami, where he has led and supported the review, assessment, and management of more than 600 threats each year. This experience has given him direct operational insight into targeted violence, terrorism-related threats, school and campus threats, workplace violence concerns, online threats, swatting incidents, bomb threats, and complex behavioral threat cases.

Brian has also been at the forefront of multidisciplinary threat assessment and management in Massachusetts. In 2019, he created and continues to lead the Mass Bay Threat Assessment Team, a regional, multidisciplinary initiative that unites law enforcement, mental health professionals, educators, prosecutors, and community partners to assess concerning behavior and support prevention-focused interventions. This work reflects Brian’s core belief that effective threat management is not simply about security or enforcement. It is about early identification, structured assessment, collaboration, and practical management strategies that reduce risk before violence occurs.

Brian’s experience extends well beyond the United States. He has traveled extensively throughout the Middle East, Afghanistan, Africa, and other international regions, working directly with foreign law enforcement and security partners on counterterrorism, crisis and post-incident response, explosives awareness, counter-IED issues, and public safety training. His international work has included responding to critical incidents, strengthening partner-nation law enforcement capabilities, and delivering specialized training to security professionals operating in complex threat environments.

In addition to his operational experience, Brian is an accomplished trainer, consultant, and published author. His work has appeared in the Journal of Threat Assessment and Management, Security Magazine, and Security Management Magazine, where he has addressed behavioral threat assessment, targeted violence prevention, security strategy, and emerging threat trends. He has presented and trained nationally and internationally on topics including behavioral threat assessment and management, swatting and hoax threats, terrorism awareness, campus safety, school violence prevention, violent online networks, bomb threats, and crisis response.

Brian’s academic background further strengthens his practitioner expertise. He holds undergraduate and graduate degrees in Criminal Justice from the University of Massachusetts, has graduate-level training in terrorism analysis and behavioral threat assessment and management, and is currently pursuing a Ph.D. in Psychology, Law, and Public Policy, with doctoral research focused on state-level behavioral threat assessment and management policy.

Brian brings that experience. For more than a decade, he has reviewed, assessed, and managed hundreds of threats annually as an FBI Supervisory Special Agent assigned to threat-response and counterterrorism squads in Boston and Miami. Since 2019, he has also created and led the Mass Bay Threat Assessment Team, a multidisciplinary initiative focused on prevention, early intervention, and practical case management.

ThreatWise Solutions combines real-world investigative experience, behavioral science, policy knowledge, international security experience, and practical threat management strategy to help clients move beyond check-the-box compliance.
